自從2001年底發生安隆(Enron)案以來，各界質疑外部信評機構即時性、公正性及檢討聲浪不斷，美國證管會(SEC)遂在2003年發布“ Concept Release: Rating Agencies and the Use of Credit Rating under the Federal Securities Laws ”，用以檢討信評功能及運作，並且提出了56 個問題供各方討論，以便確立新的信用評級標準。在前述議題的推動下，英、美、法三國主管機關聯合起草了“ Exposure Draft: Code of Standard Practices for Participants in the Credit Rating Process ”，針對信用評等的透明度、非公開訊息的保密或防火牆的設置、利益衝突的避免及資訊溝通等提出要求。
